Statutory Legal Framework: Proclamation No. 228/2020
The Oromia Potable Water Supply and Sewerage Service Federation (OPWSSSF) was enacted by the Regional Council of Oromia through Proclamation No. 228/2020 as an autonomous regional federation tasked with driving technical excellence, non-revenue water (NRW) reduction, and sustainable sanitation service delivery.
Key Statutory Functions & Objectives

Utility Performance Benchmarking:
Establishing regional Key Performance Indicators (KPIs), tariff analysis, water quality testing, and accountability mechanisms across all municipal water enterprises.

Technical BOQ & Unit Rate Standardization:
Harmonizing engineering designs, Bill of Quantities (BOQ) schedules, and procurement protocols for pipelines, pumps, transformers, and water meters.

Workforce & Human Resource Capacity:
Providing regular professional development and technical certifications for electro-mechanical engineers, hydrologists, GIS officers, and accountants.

Zonal GIS Mapping & Asset Management:
Developing spatial infrastructure databases to track treatment plants, boreholes, reservoirs, and sanitation distribution systems across 20+ zones.
